The sanctions to Russian, discussed by the United States Administration, are directed at the 'Elite' through their Russian bank accounts via the United States Government, per Joe Biden, where the funds they have currently been receiving have come from accounts supported by Normandy, of France, a Title and Duchy held by Elizabeth II, of England, who is wrongly and illegally in possession of the title of the Duchy of Normandy since WWII. which is one of the reasons she is the richest woman in the world.
As I review the map of the area of Ukraine in discussion, I consider Russia is a land-locked country and would seek rights of shipping passage. I consider the reason for Emmanuel Macron of France and Vladimir Putin to have recently as of 22 February 2022 been in discussion with one another.
I have to believe that the "taking" of this particular region of the Ukraine has more to do with a smoke screen tactic to divert the citizens of the United States thoughts, and the citizens of Normandy away from what I, as Regent of Plum Tree Memory family members, have requested of them, that is to give me, Regent of Plum Tree Memory, and an ascender to governess of the United Kingdom, the control of the revenue of Normandy, which has been for the last eighty years been 'ferreted' back and forth between the United Kingdom and the United States and it appears France and Russia.

Why would Vladimir Putin not have access to money from Joe Biden, the United States or the United Kingdom to offer to Ukraine for safe passage of Russian goods to the Sea of Azov where war wasn't even a factor or consideration. Why not manipulate money to this region of the Ukraine and prevent war? The United States, the United Kingdom, Russia, and France as well as Spain have already been playing with the money of the family members of Plum Tree Memory for more than eighty years. Certainly, the leader's recent communication indicates they are playing a different strategic game and I believe it is a smoke screen, calling wrongly United States citizens into a region for war that they should not even need to be involved in, nor should Russia be so bold with Ukraine. The money was there to pay for access to the Sea of Azov.
The United States, Secretary of State, Antony Blinken, stated that the funds involved in Sanctions were coming from the "Normandy Fund".
I believe that when I asked the United States Treasury, the Secretary of State, and the President to cease and desist, the above players determined to find a new avenue of shifting funds out of accounts they should not have access to and that their best idea was a war that no one really needed to be bothered with.
This is bad management of money, time, resources, and people's energy to cover-up the wrong doings of Elizabeth II family for World War II atrocities that they have not been held accountable to, yet the Prime Minister of Scotland, Nicola Sturgeon is supposedly withholding the title of Mountbatten from Elizabeth II's family due to "what? Sanctions of WWII atrocities".
There are several persons who hold titles that belong to the family of Plum Tree Memory, and the ones in possession of these titles have not made to be accountable to the past wars, and now they are starting another war. War in the Ukraine was not the answer Joe Biden, Elizabeth II, Vladimir Putin or Emmanual Macron. You are the ones who should be held accountable to this issue and any deaths through this war activity, this is a staging for wrongful death lawsuit of soldiers and the money you have been using and are discussing denying should not be available to you for discussion
